Technology for an efficient public sector
High Performance Government
Onze overheden staan voor een grote uitdaging. Maatschappelijke en sociaal-economische problemen worden steeds complexer en weerbarstiger. Tegelijk worden de klanten – burgers, bedrijven, politieke opdrachtgevers –kritischer en verwachten ze een snellere, flexibelere, en goedkopere kwaliteitsvollere dienstverlening.
Als onze overheden in deze context willen overleven, dan moeten ze zich dus in sneltempo ontpoppen tot ‘high performance organizations’. Dat kan door onder meer de adequate inzet van technologie; het responsabiliseren van organisaties en medewerkers; het stimuleren van creativiteit en ondernemerschap; het versterken van de kenniscapaciteit en het leervermogen; sterk leiderschap; etc.
De overheid van morgen is de overheid die al deze hefbomen op een intelligente wijze weet te combineren.

Nos autorités sont confrontées à un défi majeur. Les problèmes sociaux et socio-économiques sont de plus en plus complexes et ingérables. De même, les clients - citoyens, entreprises, donneurs d’ordre politique - s'attendent à des services plus rapides, plus souples, moins chers et de meilleure qualité.
Si nos gouvernements veulent survivre dans ce contexte, ils doivent rapidement se transformer en "High Performance Organisation." Ceci est possible avec l'utilisation appropriée de la technologie, la responsabilisation des organisations et de leurs employés, l’encouragement de la créativité et de l'esprit d'entreprise, le renforcement des connaissances et de la capacité d'apprentissage, un leadership fort, etc
Le gouvernement de demain est le gouvernement qui réussira à combiner tous ces leviers d’une façon optimale.

4 basic approaches to high performance in government:
+ How technology enables high performance - How is technology leveraged at each phase of the management cycle: from planning, to execution, measurement, monitoring, talent management, and procurement?
+ How information enables better decisions - Governments must manage information and data horizontally across departments and between jurisdictions. How must governments address the issues of open data, security and privacy, to make more informed decisions?
+ What makes organizational transformation work -- How can people and technology create new organizational structures that permit adaptability and change?
+ History has already shown that technology can enable better service delivery, but high performance governments in the web 2.0 world must find new ways to address the human and organizational dimensions of public sector service delivery.
